Local Level: The Information, Culture, and Tourism Office at the district/city level is responsible for business units with a registered capital of less than 50,000 USD, including small-scale restaurant businesses for which the state does not specify a minimum registered capital. Provincial Level: The Provincial/Capital Department of Information, Culture, and Tourism is responsible for restaurant business units with a registered capital between 50,000 USD and less than 100,000 USD. Central Level: The Department of Tourism Business Management is responsible for researching, considering, approving, and licensing the operation and continuation of business for restaurant units with a registered capital of 100,000 USD and above.
