Any individual or legal entity that intends to operate an internet service business provided to any individual, entity, and organization. The internet service provider is a kind of telecommunication service that provides internet access to customers with a wired or wireless connection. There are 3 types of licenses: - Type 1: is a license for an Internet service provider with its own network, and it can provide services across the country. - Type 2: is a license for an internet service provider with or without its own network, and it can be served in any province/city. - Type 3: is a license for an internet service provider with or without its own network, and it can be provided in any district.

1. 须按邮电通信部门规定提交申请表、可行性研究报告及其他材料。
2. 须配备具备相关知识、技能和经验的人员。
3. 使用电信资源或电信网络的，须取得邮电通信部门许可。
4. 不得处于财产被查封、破产程序中，或已被依法宣告破产。
5. 须符合邮电通信部门规定的其他资格条件。

Before the issuance of a permanent license, a temporary license will be issued for a period of 1 year, and the permanent one will be issued after at least 60% of the business plan is completed.
