License to Operate Internet Service Provider (ISP) Business

Any individual or legal entity that intends to operate an internet service business provided to any individual, entity, and organization. The internet service provider is a kind of telecommunication service that provides internet access to customers with a wired or wireless connection. There are 3 types of licenses: - Type 1: is a license for an Internet service provider with its own network, and it can provide services across the country. - Type 2: is a license for an internet service provider with or without its own network, and it can be served in any province/city. - Type 3: is a license for an internet service provider with or without its own network, and it can be provided in any district. Requirements
- Have an application form, a feasibility study and other documents as determined by the Post, Telecommunication and Communications Sector
- Have staff with sufficient knowledge, skills, and experience related to the work
- In the case of the use of telecommunication resources and/or telecommunication networks, it has to obtain the license from the Postal, Telecommunication and Communications Sector
- Shall not be during the seize assets, bankruptcy process, or be convicted as a bankrupt under the laws of Lao PDR
- Shall comply with other qualifications defined by the Post, Telecommunication, and Communication Sector.

Validity and renewal

- Renewal process
- 1. Terms for the license are as follow: (i) 5 years for Type 1; (ii) 3 years for Type 2; and (iii) 3 years for Type 3; 2. The renewal shall be undertaken within 30 working days, and it shall meet all required conditions defined in the law.
Additional comment
Before the issuance of a permanent license, a temporary license will be issued for a period of 1 year, and the permanent one will be issued after at least 60% of the business plan is completed.
