Individuals, legal entities or organizations that intends to establish a library must submit an application to the Library management authority. Individuals, legal entities or organization that intends to open a library must obtain a License to establish the library first. Individuals, legal entities or organizations must not misuse the library such as: Use the library as an entertainment venue, as a place to sell books, other publications, etc. that violate the laws.

1. 须明确图书馆名称、宗旨与目标。
2. 须配备与图书馆类型相适应的图书、其他出版物及档案资料。
3. 须具备房屋、设施及必要设备等有保障的基础设施。
4. 须配备图书馆员或已接受图书馆业务培训的工作人员。
5. 须具备保障图书馆正常运转的资金。（《图书馆法》第二十四条）

Provincial, Capital Department of Information, Culture and Tourism , Vientiane authorizes the establishment of provincial, universities, colleges and vocational schools libraries. 3. The municipality District Bureau of Information, Culture and Tourism authorizes the establishment of district libraries, ordinary school libraries.
