- 须先取得车辆进出口企业登记证。两轮或三轮车辆注册资本须超过40亿基普，四轮及以上车辆须超过500亿基普。
- 取得企业登记证后、开业前，须按工业与商业部规定申领本经营许可证，并提交全部规定材料。
