- 须配备老挝籍药师或药师助理（中级执业人员），持有卫生部认可的国内外教育机构颁发的药学专业文凭或结业证书，并具有不少于五年药学从业经验。现任公职人员须有正式任命书，且不得处于受审、擅离职守，或因药学执业过错、涉毒而受纪律处分的状态。
- 进出口经营场所面积须大于二十平方米，为专用房间，不得与居住场所或非药品、非医疗产品零售混用。
- 须有清洁达标的仓储，最小宽度六米、长度十二米、高度适宜；须具备账务清算系统、防虫防兽系统、冷却系统以及照明、温度和湿度监测系统。仓库内须配备必要设备；需冷藏的药品（如直肠栓剂等）须配备温度不超过二至八摄氏度并带测温装置的冰箱，符合良好批发规范及良好储存规范。
