- 身体健康，年满二十岁，在老挝有不少于五年的固定住所；未处于被起诉或纪律处分程序；此前无经营破产记录。
- 场所及设备须符合标准：诊所须与住所或其他经营活动分隔，面积不少于十二平方米；须设置标明业主姓名、地址、联系电话及企业登记证号、经营许可证号的诊所招牌；并配备适宜的兽医设备。
- 须配备充足人员及毕业于兽医本科或同等学历的兽医；兽医须持有兽医证书及农林部门核发的兽医诊疗执业许可。
