- 须取得企业登记证，且经营范围明确载明航空预订及销售。
- 须与相关航空公司签订航空代理协议。
- 须配备合格人员，最低要求为：一名信息技术技术人员；至少两名具有信息技术背景且英语良好的机票预订及销售代理人员。
- 须具备可直接连接该航空公司及其他国内外航空代理的良好信息技术系统。
- 须具备提供服务所需的现代化且充足的设备。
- 须在老挝设有固定办公场所。
