托管银行创办许可证
Any domestic or foreign commercial bank with the purpose of operating as a custodian bank, to act as a custodian and managing investor's assets, clearing and settling securities transactions in the Lao PDR.

Any domestic or foreign commercial bank with the purpose of operating as a custodian bank, to act as a custodian and managing investor's assets, clearing and settling securities transactions in the Lao PDR.
ເງື່ອນໄຂ
- 须为国内商业银行或外国商业银行分行。
- 财务状况须稳健，符合老挝人民民主共和国银行相关规定。
- 须具备资产管理、内部审计及风险管理，包括安全、灵活的银行账户与证券账户监测系统。
- 须具备安全、灵活的境内外证券交易清算结算系统。
- 须具备与各相关方联网且保障高等级安全的信息技术系统。
- 须与老挝证券交易所（证券存管中心）及证券公司订立相互协议。
- 高管及员工须具备金融银行、会计或相关专业本科以上学历，相关领域经历三年以上，未曾因欺诈、侵占、伪造、贿赂、腐败或洗钱等刑事犯罪被定罪，亦未曾在证券业务领域违法。
- 须设有保管和管理投资者资产、或作为代理人维护投资者权益的部门或单位，并配备相应岗位的适当人数。
- 拟在老挝人民民主共和国作为托管银行经营的外国商业银行，除上述条件外，还须与设在老挝的国内商业银行订立协议，由其作为货币或证券支付的代理行；该外国商业银行须来自已与老挝证券监管机构签署谅解备忘录、建立合作关系的国家。
- 还须符合老挝证券委员会规定的其他条件。

After receiving this Formality, the Custodian Bank shall publicise the approval through mass media at least for 5 consecutive working days.
