ເງື່ອນໄຂ
- 场所标准：位置适宜，建筑墙体厚度不少于二十厘米，结构须符合国际通信机房建设标准，楼面荷载不少于每平方米八百千克。
- 技术标准：须直连国家互联网中心，或经互联网接入服务商接入；须有数据监测采集设备以保护客户信息，并有备份系统；全部设备及其安装布局须经邮政、电信及信息部门等主管机关核验符合标准，且全部设备须安装在老挝境内。
- 安全标准：须有设备管理维护及安全保障的详细规章，并有应急预案，尤其须有保障客户信息安全的适宜、即时方案（如防火墙、抗拒绝服务攻击或过滤）。
