Any individual or legal entity intending to establish and operate a life insurance business. that is the business to insure risks on lives of individual for the entire life of the insured person where the insurer shall pay the compensation to the beneficiary if the insured person is dead.

ເງື່ອນໄຂ
- 企业须取得计划与投资部核发的投资许可证。
- 创办人须有良好经营记录，未曾因故意经济犯罪被定罪，且不在恐怖分子及跨国犯罪名单之列。
- 在整个经营期间注册资本不少于一百六十亿基普。
- 须将相当于注册资本三分之一的保障资金存放于在老挝人民民主共和国运营的稳健商业银行，并通知财政部：开立、支取或关闭该存款账户，须由保险公司与国有企业与保险管理司共同签字；该商业银行须被告知该司有权随时监测账户余额；保障资金的动用须经财政部批准。
- 须配备具备保险领域知识、能力、专长及相应证书的人员。
- 须有明确的短、中、长期经营计划。
- 过去五年内人寿保险经营许可证未曾被吊销。
- 外国投资者还须：具备不少于五年保险从业经历；持有外国保险公司代表处开办许可；并持有其原籍国核发的保险业务创办及经营许可。

Firstly, the temporary license will be issued for the period of 1 year for the purpose of monitoring and supervision and after it is proven to be in full compliance with all the requirements and conditions, the permanent license will be issued. 2. Currently, the Government issued a Notice to suspend the issuance of this license for a newly-established business.
