Any individual or legal entity including Lao citizen or a joint venture with a foreign partner is allowed to establish a recruitment service agency in accordance with the laws of Lao PDR and the Decision on the Establishment and Management of Recruitment Services Business, No. 043/MLSW.

- 申请人为个人或法人，包括老挝公民，或老挝公民与外国人的合资企业。
- 年满二十五周岁。
- 须至少完成高中学业。
- 身体健康。
- 须有用于向境外输送老挝劳务及办理企业登记的保障资金。
- 须由本人亲自提交申请。
- 不得处于破产情形。
