- 由媒体所有人明确机构名称、媒体类型、指导思想、符合机构职责的宗旨、服务对象、印刷媒体的出版发行范围、发射功率、发行时间、频率、传输范围，以及该媒体机构拟使用的语言和互联网用户名。
- 明确媒体产品的名称、结构、内容及形式。
- 须具备《大众传媒法》第二十九条、第三十二条及第三十四条规定的组织架构及合格人员。
- 须有办公场所、交通工具、技术设备及保障运作的资金。
- 须符合各时期传媒发展计划及管理要求。
