Requirements
- the organization structure: Name, Location, Roles and Responsibilities, Institutional Model, and symbol.
- the organization chart: having sufficient and efficient human resources and teachers in accordance with the standards defined by the Ministry of Education and Sports.
- Curriculums: having at least 3 curriculums approved and certified by the Ministry of Education and Sports.
- Infrastructures: having a standardized institutional building, classrooms, lab, and library as defined by the Ministry of Education and Sports.
- Facilities: having transportation, school equipment, etc 6: Financial: having funds, finance, and investment in administration and management.

1. the prime minister shall approve all types of the establishment of the high education institution I (national and international levels) as proposed by the Ministry of Education and Sports, and relevant sectors. 2. Minister of Education and Sports shall approve all types of the establishment of high education institution in the regional, provincial, or community levels, and in specific sectors as proposed by the organization and relevant sectors. 3.
