Any legal entity or domestic and foreign organization that intends to apply for a permit to provide communications services via foreign satellites shall submit the application and supporting documents to the Ministry of Posts and Telecommunications. Apply at Radio Frequency Department.

Requirements
- Completed the coordination of the satellite network and obtained the certificate from the relevant government
- Has an office in Lao PDR
- Have a unit or staff responsible for coordinating a satellite network
- Have a stable financial status
- Have satellite communication equipment that meets technical standards
- After-sales service available to customers
- Other conditions according to each type of business regarding satellite communication

- 30 In the case of not granting a permit to provide foreign satellite communications services, the Ministry of Post and Telecommunications shall notify the applicant in written form within 30 days.

- Operators of satellite communications can apply for license renewal by submitting the application and supporting documents 60 days before the expiry date. The renewal request will be considered only if the operator complies with the conditions defined in the license, obligations, pay fees, and charges in full.
