Any person or legal entity that intends to establish air transport businesses that includes the service of transporting passenger and their belongings; post transportation and goods transportation. Apply at Civil Aviation Department.

Any person or legal entity that intends to establish air transport businesses that includes the service of transporting passenger and their belongings; post transportation and goods transportation.
Requirements
- Having aircraft that meet the required standards
- Having a aircraft personnel and aviation technical staff with knowledge, skills and experience appropriate and suitable for the size of the business
- Complying with the conditions set forth in the international agreement or treaty signed or entered into by Lao PDR
- Shall have all the required qualifications and specifications as defined under Part 9 of Lao Civil Aviation regulation dated 01/05/2014.
